Mr. Chairman, progress in family planning is one of the great success stories of the world. It is where we are making progress throughout the developing world. I am proud of the role my country has played in this progress. This is one of the bright stars of American foreign policy. I respect the conscientious and religious objections of those who oppose abortion, but I cannot imagine what the world thinks of this debate that drags abortion into a family planning matter. We must not see abortion in issues that allow us to cut off our noses to spite our faces. Family planning and contraception in the developing world impact three issues of awesome importance: maternal health, children's health and AIDS. In the early century, graveyards showed more women dying at an earlier age than men. We have turned that around almost exclusively because of family planning. Let us do for the world what we have done for our country. Let this money go.
