To clarify on the court suit, the measure in the bill keeps our corporation counsel, the one lawyer with expertise in District affairs, from even looking at the papers that had, in fact, been drawn by the private law firm, on his own time. When our corporation counsel did so on his own time, after getting permission of a court, a Member of this body wrote him and asked him to submit all of his leave records. If that is not extreme, the word needs a new definition.
