I want to address the House regarding the issue of religious freedom and religious broadcasting. A little bit of background, if I could. This whole issue began on December 29 when the Federal Communications Commission in a decision based on a license swap, a license swap in this case in Pittsburgh, Pennsylvania, between a commercial broadcasting station and a non-commercial broadcasting station. In this case the religious broadcaster was seeking to swap their commercial license for a non-commercial license, something that, by the way, is rather routine at the Federal Communications Commission. When the license swap came up, the FCC allowed the swap, but said that, based on their opinion, the religious broadcaster, who was going to have the non-commercial license, that they needed additional guidance in regard to their religious broadcasting and whether that religious broadcasting fell under the requirement that the majority of programming be educational or cultural.
