I would like it stated for the record that we took issue with this whole process because it established criteria which were absolutely impossible. The fact of the matter is, it defies logic, it absolutely defies logic, that every agency in the Federal Government does not know what it is doing. I would be afraid to get on an airplane if that were the case. I think that we need to understand that government can do better. I agree with the distinguished gentleman. We can do better. But to pass a law and as a consequence tell all 100 of those agencies that they do not know what they are doing and at the same time tell them that they failed.
