obviously, the gentleman from Texas's (Mr. Doggett) question is well taken because the Pentagon cannot pass a test of an audit. Not only that, but they do not know where their equipment is. Here is a case where 1.2 million protective suits cannot be located. That is incomprehensible. That ought to cause people at the high levels in the Army to shake in their boots.
