If you have environmental conditions that are aggravating human health, and the EPA is trying to mitigate those conditions with a rule, and those conditions are not resolved and the industry keeps building their profit margins while having not to make any investments at all in cleaning up the environment so there wouldn't be these untoward health effects, what you actually have is a direct transfer of wealth in terms of the cost of human health from the mass of people to the utilities.
