I thank the gentleman. Under the gentleman's logic, there would be no reason at all for any amendments to be offered from this floor. We might as well dispense with the amendment process and move to a system in which the committees of Congress report bills for a simple up or down vote from the whole House. So we might as well extend the suspension calendar for all bills.
