I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 7, after line 23, insert the following new subsection: (e) Manipulation of Oil Markets.--The President shall not issue a final order granting or denying the Presidential Permit for the Keystone XL pipeline until the Secretary of Energy, in consultation with the Federal Trade Commission, has certified that permitting the pipeline would not lead to manipulation of the United States oil market that would be detrimental to United States consumers. The Acting CHAIR. Pursuant to House Resolution 370, the gentleman from Ohio (Mr. Kucinich) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Ohio.
