“I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, line 18, strike ``or (d)'' and insert ``(d), or (e)''. Page 5, after line 7, insert the following new subsection: (e) Exception for Limiting Oil Speculation.--The prohibition in section 102(a) shall not apply to any significant regulatory action specifically aimed at limiting oil speculation.
