I just want to say that you can talk about how the Democratic leadership is bringing this up at the time that there is obviously a surge about to begin, but why question the timeliness of the debate when in fact my friend in the minority, their party didn't bring this up for 8 years of debate? Eight years. I mean I think it's timely. That is the whole point. I yield 5 minutes to the gentleman from Texas (Mr. Paul). (Mr. PAUL asked and was given permission to revise and extend his remarks.)
