The amendment is broad enough that it would not be limited to just a misfiling, but it also, as I indicated earlier, would be considered technical even if there was a material impact and eligibility of the applicant. Any failure, if they fail to submit something that was a substantially complete application which the Federal Register required, that would not fall under a technical deficiency, and they would be knocked out.
