I want to thank the gentleman from California (Mr. Berman), who, you know, we do have a difference of opinion about this resolution, but we're united in the fact that this House should debate it, and any Member of this House, whatever their opinion is on this resolution, has the right to debate it. And to try to diminish this institution by saying, Well, this is not a proper subject for debate-- we're about to begin a surge. This is a proper subject for debate, and this is why we're here. If we wait 8\1/2\ years to debate this, and people say, Well, why are we debating it now? Should we wait another 8\1/2\ years to have a debate? Or should we have it now before we commit more and more people into combat? I yield 5 minutes to the gentleman from New York (Mr. Serrano).
