Under the rule, questions of how this bill affects local decision-making and authority, how property owners' constitutional rights are treated as compared to other civil rights, and how we can ensure our citizens have the opportunity to see a timely resolution of their constitutional claims, all these things, will be discussed at length. Then, with the benefit of this debate, the House may work its will. These are weighty questions, and the rule respects the disparate views of the Members of the House by providing for a full debate.
