the countries that would be affected would be those countries who, in fact as the amendment states, the President feels has violated the U.N. sanctions. So it could be any country of the world in fact that would allow for a situation like the flotilla to land in their country and they would violate U.N. sanctions. So it is not specific to what countries, but it would be any country who violates the already existing U.N. sanctions.
