Of course, I am always in favor, that the private sector creates more jobs than the public sector, but these are issues on infrastructure, and I think there is a role in the public sector.

I think he is making a good point here. I have seen it. You come in, EPA comes in to a local public entity, and they want to do the right thing, but the EPA doesn't seem to want to work with that public entity.
