Every American citizen should feel not merely gratification, but a very keen sense of pride in the statement made by this distinguished body of engineers as to the way in which the work has been done, and in which it is now proceeding.
The board of engineers who signed this report are of all the men in their profession, within or without the United States, the men who are on the whole best qualified to pass upon these very questions which they examined.
Each of these children represents either a potential addition to the productive capacity and the enlightened citizenship of the nation, or, if allowed to suffer from neglect, a potential addition to the destructive forces of the community.
