This bill reflects regional, environmental and political balance. Every single American will benefit from the water resources improvements provided for in this legislation. I am particularly proud of the new course that the Water Resources Development Act of 1996 charts on the environment. WRDA '96 is the 'greenest' Corps bill in the history of the republic.
