The text of the amendment is as follows: At the end of division C of the bill (before the short title) insert the following: Sec. __. None of the funds made available by this Act may be used to finalize, implement, or enforce the proposed rule titled ``Review of the National Ambient Air Quality Standards for Particulate Matter'' published in the Federal Register by the Environmental Protection Agency on April 30, 2020 (85 Fed. Reg. 24094 et seq.). The SPEAKER pro tempore. Pursuant to House Resolution 1060, the gentleman from New York (Mr. Tonko) and a Member opposed each will control 5 minutes.
