There is a constitutional remedy for a President who undermines our national security and our elections, who puts his own interests before those of the country. That remedy is impeachment.

In abusing his office in this manner, and in obstructing the investigation that followed, we know that President Trump has put himself before his country.

That pattern of misconduct undermines our national security and undermines free and fair elections.

We know that President Trump, in an unprecedented act of obstruction, ordered everybody in the executive branch to defy all congressional subpoenas.

We know that his actions endangered our national security, putting our alliances, our reputation, and our safety at risk.

We know that there are no excuses for this conduct.

We know that the President was at the center of a scheme to pressure Ukraine to announce an investigation of the President's political rivals.

The integrity of our next election is at stake. Nothing could be more urgent.

The evidence shows that Donald J. Trump, the President of the United States, has put himself before his country.

They also knew that they could not anticipate every threat a President might someday pose, so they adopted the phrase 'treason, bribery, and other high crimes and misdemeanors' to capture the full spectrum of possible Presidential…

They warned us against the dangers of would-be monarchs, fake populists, and charismatic demagogues.

That oath stands even when it is politically inconvenient, even when it might bring us under criticism, even when it might cost us our jobs as Members of Congress.

If the President puts himself before the country, he violates the President's most basic responsibility: He breaks his oath to the American people.

No matter his party or his politics, if the President places his own interests above those of the country, he betrays his oath of office.

He has violated his most basic responsibilities to the people. He has broken his oath.

I would simply comment that this is a restoration of the previously authorized Voting Rights Act before the Supreme Court did its dastardly deed. Mr. Speaker, I yield 1 minute to the gentleman from Louisiana (Mr. Richmond).

If the president has no good response to the allegations, then he would not want to appear before the committee. Having declined this opportunity, he cannot claim that the process is unfair.

The President is a continuing threat to that Constitution and to our democracy.

A majority of this country is clearly prepared to impeach and remove President Trump.

President Trump's actions represent a threat to our national security and an urgent threat to the integrity of the next election.

The President asked a foreign government to intervene in our elections, then got caught, then obstructed the investigators twice.
