That is it. There is not much else to say. I do not question the motives of the chairman of the subcommittee, nor the ranking member. They are two of the finest people we have had in this House or ever served in the House. They care about the Indian Nations. But I must tell the gentleman that the language in the bill which attempts to try to help everyone, you are penalizing people who have given their word. I must tell the gentleman, there is a working group now between the Indian Nations and the IHS, and they are discussing what should be done and how it needs to be handled. What we are doing is precluding what they are going to look at and what they are going to decide. They may come up with some ideas that none of us have thought about. We are including that in this language.
