I, Franklin D. Roosevelt, President of the United States of America, do hereby amend Executive Order No. 8389 of April 10, 1940, as amended.

The inclusion of China in the Executive Order, in accordance with the wishes of the Chinese Government, is a continuation of this Government's policy of assisting China.

I hereby call and order into the service of the armed forces of the United States for the period of the existing emergency.

Women in London- mothers of families- are just as important in the defense of Britain as men on a destroyer.

You people can help to enlighten the average citizen...

I hereby further exempt the said Louis Loebl from compulsory retirement for age for a period of one year ending September 30, 1942.

I am looking for real results.

It has got to be done through civilian work.

My message to you is: Act as starters of this 'horse race.'

You have a lot of work to do.

What we want is to get this thing into every family in the United States.

It is hereby ordered that for the fiscal year 1942 the grades and ratings of enlisted men of the Regular Army shall be the same as set forth in Executive Order No. 8595 of November 18, 1940

By virtue of the authority vested in me by the Constitution and the statutes.

Such list shall be known as 'The Proclaimed List of Certain Blocked Nationals.'

Any person, so long as his name appears in such list, shall be deemed to be a national of a foreign country.

The exportation from the United States directly or indirectly to, or on behalf of, or for the account of any person, so long as his name appears on such list, of any article or material... is hereby prohibited.

I hereby order and proclaim the following:

The term 'person' as used herein means an individual, partnership, association, corporation, or other organization.

By virtue of the authority vested in me as President of the United States, it is hereby ordered as follows:

Officers of the Foreign Service shall familiarize themselves with those provisions of the laws of the United States which relate to the acquisition and loss of American nationality.

The people of Iceland hold a proud position among the democracies of the world, with a historic tradition of freedom and of individual liberty which is more than a thousand years old.

The steps so taken by the Government of the United States are taken in full recognition of the sovereignty and independence of Iceland.

It is the announced policy of the Government of the United States to undertake to join with the other Nations of the Western Hemisphere in the defense of the New World against any attempt at aggression.

I must take all necessary measures to ensure the safety of the Western Hemisphere.

This Government will insure the adequate defense of Iceland with full recognition of the independence of Iceland as a sovereign state.
