It is with a humble and thankful heart that I accept this tribute through me to the stricken ones of our great national family.

I want to stress, however, that the problem of the crippled child is so great that in every community and in every State the local facilities for caring for the crippled need the support and the interest of every citizen.

I send you my greetings and my heartfelt thanks; but at the same time I feel that I have the right to speak to you more as the representative on this occasion of the hundreds of thousands of crippled children in our country.

It is hereby ordered that Executive Order No. 6237, of July 28, 1933, allocating funds for the purchase of lands necessary for the completion of the Great Smoky Mountains National Park, be, and it is hereby, revoked.

The public lands in said township shall be opened only to entry under the homestead or desert-land laws by qualified ex-service men

Executive Order No. 5805, dated February 23, 1932, withdrawing public lands in the following townships in New Mexico, pending resurvey, is hereby revoked.

It is hereby ordered, pursuant to Public Resolution 85, approved June 12, 1930, that, subject to valid rights and the provisions of existing withdrawals, the public lands in said townships shall be opened only to entry under the homestead…

All this is in confidence until the message is released and nothing is to be said in advance of the release.

The bill makes it between 50 and 60.

The issuance and control of the medium of exchange which we call 'money' is a high prerogative of government.
