Ed Kiernan was a general in that successful battle. We all owe him our eternal gratitude.

The Public Record
Benjamin A. Gilman is a former U.S. Congressman who served as a Republican representative from New York. He was first elected to the House of Representatives in 1972 and served until 2002, making significant contributions to various committees, including the House International Relations Committee, where he was a prominent voice on foreign policy issues. Throughout his tenure, he focused on enhancing U.S. relations with other countries and addressing global economic challenges.
For too many years, those senior citizens, aged 65 to 69, who chose to continue to work have had their Social Security benefits deducted dollar for dollar once their earnings went over $12,500 annually.
The objective of this bill, H.R. 519, is simple and straightforward: It would fully remove in the future the limitations on the amount of outside income which working seniors who are receiving Social Security may earn while receiving…
Ed considered the adoption of legislation allowing New York City policemen to reside outside the city limits his greatest achievement.
I wish to take this opportunity to call to the attention of our colleagues two remarkable residents of New York State who are celebrating their fiftieth wedding anniversary this coming weekend.
I regret to inform the House of the passing of longtime New York City Patrolmen's Benevolent Association President Edward Kiernan, a dedicated leader and advocate for the needs and rights of our law enforcement officials.
I invite my colleagues to join in extending our congratulations on this milestone occasion to Steve & Eleanor Zarutskie and with best wishes for health and happiness in the years ahead.
In today's climate when commitment seems to have become passe, we can all join in our admiration and respect for Steve and Eleanor Zarutskie who worked as a team to raise their family throughout the trials and tribulations of the second…
It is a condescending regulation that conveys the message that seniors have nothing to contribute and discourages them from serving in the work force.
Ed Kiernan was an outstanding police official and labor leader who made a genuine impact on the quality of life of those he worked so hard to represent.
The passing of Ed Kiernan marks the passing of an era when our law enforcement officials fought successfully for the respect and dignity for those who put their lives on the line for all of us.
it is with a great deal of pleasure that I bring a bill before the House to honor our esteemed former colleague, the distinguished chairman of the Committee on International Relations, Dante Fascell. Our friend and colleague, Dante…
I have introduced the Filipino Veterans Equity Act, a bill which would provide full veterans benefits to those veterans of the Commonwealth Army of the Philippines.
Should this bill be adopted, these veterans would be able to return to their families in the Philippines while bringing a decent income with them.
Accordingly, I urge my colleagues to join me in supporting this worthwhile measure.
This bill would permit those who were members of the Filipino Commonwealth Army and recognized guerilla units during World War II to continue to receive SSI benefits if they elect to return to the Philippines.
These benefits would be reduced by 50 percent if the individual veteran returned to the Philippines, to reflect the lower cost of living and per capita income of that nation.
I share the outrage and disappointment expressed by my constituents. However, the President's actions violated our Nation's trust. The debate is no more about sex than the Watergate debate was about a third-rate burglary. This is a…

This bill is a counterpart of a bill, H.R. 1672 introduced by the gentleman from California (Mr. Dreier) who has been a leader in the effort to accomplish sensible reform of diplomatic immunity, and the passage of this bill at this time is…
it is my sad duty to rise to pay tribute to an outstanding colleague and a dear friend who regrettably has decided to depart this body after a fourteen year record of outstanding public service to his Congressional District and to our…
House Resolution 562 expresses the sense of the House regarding properties wrongfully expropriated by formerly Communist governments in Central and Eastern Europe. I want to thank our colleague, the gentleman from New Jersey (Mr. Smith)…
it is a pleasure for me to bring before the House a bill to honor our esteemed former colleague, the former chairman of the Committee on International Relations, the gentleman from Florida, Dante Fascell. This bill will rename the…
Mr. Speaker, this important measure addresses a critical area of our efforts to combat human rights abuses, treatment of those individuals who have suffered the effects of torture at the hands of governments as a means of destroying…
