- Mr. Speaker, I am pleased to rise in support of House Joint Resolution 360, legislation that designates the week of April 25, 1994 to May 1, 1994, as "Let's Stop Kids Killing Kids Week." I commend the gentleman from Minnesota [Mr. Vento] for introducing this important resolution. The passage of the Violent Crime Control and Law Enforcement Act, last week demonstrates that fighting the crime that plagues our communities is a top priority for the American people. The approved legislation not only incorporates several measures that impose severe penalties on those who break the law, but also institutes proven programs that will deter our youth from choosing a life of crime. I am pleased that the House-approved crime bill provides community and educational programs that will provide an alternative for our Nation's youth. The rising crime rate among children demonstrates that this must remain a top priority. Mr. Speaker, I would also like to publicity thank the National League of Cities and the many other community advocacy groups who have worked together to build a broad base coalition to address our crime problems. - I rise in strong support of House Resolution 323, now being considered under suspension of the rules. This resolution expresses the sense of the House regarding the treatment of a claim for reparations by a U.S. citizen by the Federal Republic of Germany. Mr. Hugo Princz was an American Jewish citizen living with his family in Czechoslovakia when World War II broke out. His family was arrested, and except for Mr. Princz, all of them perished in concentration camps. Mr. Princz was liberated by American soldiers and applied for reparations from Germany after returning to the United States. These reparations were denied because he was an American citizen and therefore considered ineligible for refugee or stateless status. Mr. Speaker, German Prime Minister Helmut Kohl will meet with President Clinton on Monday, January 31. Adoption of this legislation on the eve of his visit is an important indicator of congressional intent and support. As a cosponsor of this measure I believe the Federal Republic of Germany should fulfill its obligation to right the injustices endured by Mr. Princz.4 sources1994govinfo.gov
- Mr. Speaker, I am pleased to be able to rise to speak on the occasion of this commemorative which marks a day of tremendous historical significance for Americans and all who revere the blessings which a democratic way of life have afforded us. On March 25, Greece will celebrate the 173d anniversary of its declaration of independence from foreign domination. We revere and honor the contribution that Greek civilization has made to the democratic tradition. The cause of Greek independence and the adherence of the Greek nation to the path of democracy and true respect for the will of the people to determine their political course has always been dear to the hearts of democrats--and I say that word with a small d--everywhere. We remember that the great romantic poet Lord Byron gave his life for this cause during the tumultuous revolt of the Greeks against their Ottoman overlords. Floyd was a true southern gentleman, a good friend to many of us, a committed husband and father, and a dedicated public servant to the men and women of our armed forces and to the people of South Carolina and to his beloved Nation. I have had the pleasure and honor of serving in the Congress with Floyd for more than 3 decades. As a Navy veteran, he was a staunch, unwavering advocate for our men and women in uniform. As chairman of the Committee on Armed Services, he fought tirelessly to improve the quality of life for our military personnel. Floyd was a man of great perseverance.
