Section 1601 of the State Department Authorization Conference Agreement addresses nuclear missile nonproliferation in South Asia. I have reservations about the provision. U.S.--India relations are strong and both countries are looking forward to an enhancement and expansion of their economic, political and strategic potential. The engagement between our two nations continues to be mutually beneficial. In light of this tangible bilateral progress being made, and India's long-standing commitment to regional and global peace and security, provisions of Section 601 create an unnecessary diversion in the steadily strengthening bilateral relationship between the U.S. and India.
