USIA is to be incorporated into the State Department for protection for the integrity of its activities. The managers in this legislation do not contemplate any diminution of our public diplomacy activities or an expansion of the State Department's public affairs activities as a result of this merger. I understand we have a bipartisan consensus on the issue both in the House and in the other body, and will engage in vigorous oversight to make sure the purpose of this legislation is faithfully implemented.
