I rise in support of H.R. 3150, the secure transportation for America act of 2001 which addresses a variety of important security issues within our nation's air transportation system. Airline security is arguably the most pressing national security matter facing our nation today and it is high time for Congress to move forward on this issue. In contrast to the competing legislation on this issue, H.R. 3150 will allow our nation's federal authorities to make quick and effective changes to the inadequate airport security system currently in place. Within three months of implementation, this bill will establish the transportation security administration (TSA), an independent agency in the Department of Transportation that will be responsible for overseeing our nation's airline security. This new agency will move quickly to place uniformed federal law enforcement officers at passenger and baggage check-in points to supervise the screening process. It further mandates that the Federal Government will conduct background checks on passenger and baggage screening personnel who will also be subject to much stricter employment requirements. Moreover, H.R. 3150 not only authorizes $500 million for cockpit reinforcements but it also dramatically expands the Federal Air Marshall Program. Mr. Speaker this is a balance and pragmatic approach to reforming and enhancing our Nation's airline security system.
