RULE OF CONSTRUCTION ON STUDENT ACCESS TO BOOKS AND OTHER READING MATERIALS. Nothing in this Act, or the amendments made by this Act, shall be construed as authorizing or granting parents the right or ability to deny any student who is not their child from accessing any books or other reading materials that are otherwise available in the library of their child's school.
