I support the passage of this bill to honor the passion, dedication, and love with which Larcenia Bullard legislated. I urge this body's adoption of H.R. 2678, and I yield back the balance of my time.

I am proud to join with my colleagues in the consideration of H.R. 2678 and would like to yield as much time as he may consume to the gentleman from Florida, Representative Garcia, my good friend who has sponsored this legislation.

If there are legitimate issues, they need to be addressed. You, as the employer, need to be held accountable to address those.

I think that it is ironic that there are members of this subcommittee who are trying to use this Oversight and Investigations Subcommittee to really be more of a human resources and grievance subcommittee.

Of course, the enemies list out of the White House that IRS was engaged in shutting down or trying to shut down the conservative political viewpoint across the country, an enemies list that rivals that of another President some time ago.

I want to clarify here, because I don't want Mr. Cain's statements to be taken out of context.

I am not a defender of the IRS or any other Federal agency. I have said from the beginning that I believe that there was wrongdoing.

I feel, again, as I have said in previous meetings, that we fail to get all the facts in order to then make a proper decision.

I do share concerns by some of my colleagues on the other side about why the IRS delayed in providing Congress with notification regarding the unrecoverable emails, because it raises questions.

Rather than wasting more taxpayer money on a special prosecutor, Congress should be focused on addressing some other pressing issues facing our constituents.

Despite assurances from the department that Ms. Bosserman is not the lead investigator, Chairman Issa and Chairman Jordan continue to assert that her political donations have created a 'startling conflict of interest.'

This is not a courtroom. And yet there are those who continue to try to treat it as such.

I still find it astonishing the lack of courtesy that the chairman continues to show to members of this committee.

I want to say for the record, Mr. Chairman, the Republican Armed Services Chairman, Buck McKeon, just released 100 percent of the transcripts from Benghazi.

I wish that this committee would approach our oversight function in the way that the Department of Justice is approaching its investigation, which is to do so fairly, impartially and without prejudging the facts.

I want to bring to the committee's attention the fact, again, that many of us agree that there was absolutely wrongdoing by the IRS on the handling of the tax-exempt status, and the process was unacceptable, and that people do need to be…

One other area, in my concluding time, that I would like to have a conversation about is the review of the criteria that credit reporting agencies use in which to measure consumers.

I would like to ask if I can meet with you and members of your staff following your announcement on Thursday so that I can make sure that these initiatives are helping the people who need the relief the most at this time.

Last night the actual chairman, Chairman Issa, took an extreme action by issuing a unilateral subpoena to the White House.
