I think that is a critical relationship, particularly as it pertains to State law enforcement.
We do encourage that every state have some sort of audit and that a lot of thought be put into risk-limiting audits.
Should we be looking at that? Is it cumbersome? Is it slow? Is it too expensive?
The new HAVA funds are not enough for all the states to purchase all of the newer voting systems.
A lot of this is about voter confidence. We want voters to be confident that their votes count and that they have faith in the franchise.
