I appreciate the position of the Member on this amendment, but I oppose this amendment. The committee-approved bill includes the President's request for the NEA and NEH. This is a fair amount of funding. This level sustains the increases the endowments received last year, and there is a small increase for fixed costs. We should not cut the Interior Department and Forest Service operations accounts. We have held these operations accounts down and not even fully funded them for inflation. Further cuts would be very harmful to the administration of the national parks, forests, refuges, and other programs. The Interior bill has many responsibilities. We have a documented backlog in repairs of over $12 billion. We have tried to make prudent investments in our land management agencies, in Indian programs, and in energy research. I ask my colleagues to join me and oppose this amendment.
