this amendment deals with veterans. Many States have first-time home-buy programs. They have tax-exempt programs that allow people of low income to get access to mortgages at low interest rates. By the wisdom of the Congress in 2006, the Tax Relief and Health Care Act of 2006 allowed veterans to participate, even if they are not first-time home buyers. It is a benefit that expires January 1, 2008. It allows veterans to participate in first-time home buyer mortgage programs, even if they are not a first-time home buyer. This is not the time to cut benefits for our returning heroes. I hope my colleagues agree.
