I applaud the underlying work on this bill. It is progressive. It is going to make a difference. What we are doing is simply building on that foundation and understanding that the issue of oil dependence is about oil dependence, and if we can move the ball forward, if we can give some specific tools to the administration--Congress is going to do the hard work. The Senator from New Mexico has done the heavy lifting. This is a very broad-based bill. There is a lot in this bill. I believe this amendment certainly has some responsibilities, and the executive branch needs to be part of the solution. I believe it is appropriate for Congress to give them this kind of direction. We will all benefit. But it certainly builds on a very steady foundation that the Senator from New Mexico has put forth, and I applaud him for doing that.
