I only wanted to say to my colleagues, the gentleman from Virginia [Mr. Wolf] has done what he should have done with NTSB. He has agreed to their reprogramming requests. Let me tell all of my colleagues why this amendment is important. The safety studies are already in progress by NTSB. They are not going to get any more money by doing this study. In progress, they have emergency evacuation of commercial aviation under aviation; under highways they have a child-passenger protection study; a study of passive grade-crossing study; effectiveness of school bus seat belt study; a fishing vessel safety study; evacuation damage prevention for pipeline safety; safety at passive grade crossings and rail safety. In addition to that, at the moment they have 24 ongoing major accident investigations in all modes of transportation; 8 of them are in aviation. We are not going to give them more resources, but we are going to ask them more or less let us do another study. That is the reason I think the gentleman from Georgia's amendment is appropriate at this point in time. If we want to have people do more studies, we are going to have to pay for it. Is that not what we all said when we talk about a balanced budget? I think the gentleman from Georgia's amendment is a good one and I recommend it to my colleagues.
