“I think it is important for my colleague, the gentleman from New Mexico [Mr. Schiff], to understand of course that while it is easy to sit here and just say it is the President's fault, where have all my colleagues been? We are 9 weeks into the next fiscal year, half of the time the Government has been shut down, and our colleagues have not passed all their appropriations bills. Is there a problem that they cannot govern? And yet today, and I am going to include in the Record today an article in the Washington Post where House Republicans say 'turned up the pressure on the Clinton administration by threatening impeachment of the Secretary of Treasury.' Why? Because he wants to avoid America's default? Boy, that is really bad, is it not? A member of the administration does not want America to default. In addition, I will tell my colleagues something: You better start paying attention to where this country is headed with all of this turning up the pressure. It is time you start paying attention to putting America first and the people that are out there wanting the services of Government first.”
