“Reclaiming my time, let me only suggest that in any event, should the Committee of the whole make a determination that we wanted to shift $1 million from one account to another, I think all of us would agree that the goal of the House of Representatives is to do what this amendment seeks to do, and that is to provide the necessary dollars to get the necessary training in the new technologies for those personnel that we ask to be certified in order to get the additional training for FAA certification. So I would hope that the Members, whether they agree to shift this $1 million from the accounts that the author of the amendment would suggest or not, understand that and I know it will be the intention of the gentleman from Virginia [Mr. Wolf] and me in the conference. We do not know, of course, what any Senate numbers are and what they will be of the other body. So I think that we will certainly be looking to do all that we can possibly do in trying to get the kind of certified staff the training they need to ensure their competence in new technologies. I hope that the minority in this House will help enhance the safety of the traveling public by adopting the Oberstar amendment. As I say, in conference, whether we do or we do not make this shift from the IG's office is not really of paramount importance.”
