I want to begin by just complimenting one, two, three people. First of all, compliment Dr. Gingrey for having this session here on the floor tonight to bring this very important subject once again to the well so that we can have this debate, have this dialogue to address an issue that the American public is rightfully concerned about. Secondly, and I'm sure Dr. Gingrey will agree with this, we should always applaud the gentleman from Arizona, Jeff Flake, who has been, let us say, the 'voice in the wilderness,' if you will, for a number of years when it came to earmarks coming to the floor, repeatedly, time and time again, before you and I were even in Congress, bringing this to the attention of the Members from both sides of the aisle, trying to shine that light of day. Unfortunately, the process was not such that the information was going out.
