But you have to really at some point in time step back from all the Byzantine make-up that Congress is when it comes to a budget and say is there some sort of common principle that we can base all this on that underpins this almost $3 trillion endeavor that we are all engaged in? For all the complexities of this process, the fact of the matter is that what we are doing is nothing different than what every family in America has to do every day of their lives. They have to look at the amount of money that they expect to have and get over the next 12 months and decide what are their priorities, where are they going to spend it, how are they going to spend it.
