I hope we can get back to the expectation that we will come to completion in legislation, rather than using bills for a message.
We have not raised the civil penalties that can be levied by the Interior Department against oil companies that violate the law so that they are a meaningful financial deterrent.
I would add to that it is as archaic as the name suggests. This is a relic of a different era.
