I first express my admiration and, indeed, thanks to Senator Coverdell who, through these many days and many years, has both written this measure and brought it to this moment of judgment. I have been proud to be his partner in this process, though admittedly he has shouldered far more than half of this load, bringing us to this moment of judgment.
