I rise today for a different purpose. I want to talk about justice--not the justice of the individual in these cases but the administration of justice by the Government itself. I do so from the perspective of a member of the Judiciary Committee, recognizing that under the Ethics in Government Act it is the responsibility of the Attorney General to investigate alleged misconduct, conflicts of interest and other improprieties of the Office of Independent Counsel. This institution, through the Judiciary Committee, has a responsibility of oversight, both of the Office of Independent Counsel and the Attorney General herself as she implements the act. My purpose, then, in this capacity, is to review a series of legal and ethical issues that pose a challenge to the integrity of the Office of Independent Counsel and whether or not it is being administered and the responsibility of the Attorney General to oversee its activities.
