First, I again thank Senator Breaux for his leadership in helping to fashion this amendment, but since this was not drafted in committee and was literally written on the floor, I want to ensure the Record properly reflects our mutual intent. There is a 5-year requirement for inspection basically with three escape clauses that I think should be properly understood and defined. First, ``there is not sufficient capability'' means strictly there is not the equipment available; there is not the personnel available. The Secretary will be certifying this was just not possible to get done simply because of a shortage.
