I assure Members of the Senate that unless and until I am assured that fugitives who have killed people in my State are returned as a condition of this bill that this bill will not proceed. I will continue to hold the floor. At this point, since I am not allowed to offer this amendment and it is not agreed to, I will continue on this floor if I have to read a phone book on this floor.
