I believe this project is the wrong thing to do for the taxpayers. The GAO has told us that for every dollar that we invest as federal taxpayers, we would only get back 43 cents. I think the project is wrong for the environment. It will stir up potentially toxic substances on the bottom of the river and create an enormous disposal problem, and I think it is unfair the way the dredge spoils are going to be disposed. I continue to strongly oppose the project and want to thank the committee for its assistance in this matter. I also want to thank the gentleman from Pennsylvania (Mr. Holden), who has been a strong and active voice against this project. He has stood firmly for the concerns of his constituents so they are not dumped on. He has been a very worthy ally, and I want the Record to reflect that I am very pleased with his assistance and very grateful for his assistance in this matter.
