Mr. Chairman, this week, the House has in front of it two well-thought-out but starkly different visions of where to take the country. We have put forward a budget that is true to our principles. We believe that you grow the economy and create opportunity for people by stopping the practice of running the government on borrowed money, by investing in the education, health care, and development of our people, and by expanding opportunities for economic development both here and around the world. The minority, true to its principles, has introduced a budget which follows its strategy. I think this is a sincere and well-thought-out budget whose principles are just wrong. And if anything, I think that this budget is nostalgic because it does remind us of the 6 years in which the minority had the majority in both the House and the Senate and the White House. And it follows a tried and true, but failed, strategy, which is to say that you reduce taxes by more than you cut spending, and you borrow the difference.
