I join a strong coalition of Democrats and Republicans in urging a ``yes'' vote on the Kline-Hastings amendment. I do so because I believe that every student should be guaranteed the right of knowing that he or she is going to get a high quality education for every tuition dollar they spend and because every taxpayer should be guaranteed that not one dime of Pell Grant or student money goes to any school under any ownership or management that does not properly spend the public's money. This is a goal that I believe is shared universally by each speaker on each side who has spoken here tonight. Our difference is not over whether we should guarantee students and taxpayers high quality and gainful employment. Our difference is over how to accomplish that. Here is my concern about the rule that has been proposed thus far. It is both under-inclusive and over-inclusive.
