TEMPORARY SUSPENSION OF IMPLEMENTATION AND ENFORCEMENT OF WORKFORCE MANAGEMENT AND SOURCING POLICES PURSUANT TO ``EFFICIENCY INITIATIVE''. (a) Temporary Suspension.--During the period beginning on the date of enactment of this Act and ending on the date that is 60 days after the first date on which the Secretary of Defense has submitted to the congressional defense committees both the report required in subsection (b) and the certification required under subsection (c), no workforce management and sourcing policies, directives, guidance, or memoranda issued pursuant to the Department of Defense's ``Efficiency Initiative'' may be announced, carried out, continued, implemented, or enforced.…”
