I yield myself 15 seconds. Mr. Speaker, President George W. Bush used the same legal authority to make appointments to the National Labor Relations Board that President Obama used here. There was not a word of challenge from the other side ever in that process. At this time, I am pleased to yield 5 minutes to the leading champion of workers' rights in the House of Representatives, the senior Democrat on the House Education and the Workforce Committee, the gentleman from California (Mr. Miller).
