“This budget should be sent back to the conference, and it should be fixed. The way it ought to be fixed is that the budget plan put forth by the gentleman from South Carolina (Mr. Spratt) last month ought to be substituted for what will be before us tomorrow. In the years from the inception of the Republic to 1980, we ran up a public debt of about $1 trillion to fight and win World War I, World War II, dig our way out of the Great Depression, build the interstate highway system, do all the things America did in those years. In the years between 1980 and 1992, we more than quadrupled that debt. By the time 1993 rolled around, we were in excess of $5 trillion in debt. The major difference between the plan that will be before us tomorrow and the plan that should be before us tomorrow is this: at the end of the 10-year period, giving the most charitable interpretation to the majority's plan, when we compare it to the 10-year period under the gentleman from South Carolina's plan, our children will be approximately one-half trillion dollars greater in debt under the majority's plan than if we adopted the gentleman from South Carolina's plan.”
