Mr. President, this is a time to make sure there is a vote on this Senate floor on a budget that ends the fiscal year, that encapsulates the $78 billion in cuts, that strips out social riders that have nothing to do with the budget, that preserves a woman's preventive health care services and moves the country forward in terms of its economic advancement, creating jobs and making sure we don't get thrust back into a recession. That is what this debate is about. That is what the vote should be about today. I and other members of the Democratic Caucus stand ready to do that. I yield the floor. The PRESIDING OFFICER.
